I'm looking for a tool to help people submit and judge media contests (specifically photo and multimedia contests) for a non-profit organization. You can set permissions so that entrants can only upload entries, but judges can both comment and rate. <br> <br> Some forum software could also be used as they have fine-grained permission schemes.
