Is there a way to set the keyboard character repeat rate to zero in Windows?

You can lower the character repeat rate (the speed at which a character is repeated when you hold down the key) via the standard control panel. But is there a way to shut off character repeat altogether, so that if you press and hold a key, you get only one character?
