What is the significance of the pie chart bumper sticker I've been seeing the past several months?

The sticker is about 6 inches in diameter, and contains one large red slice of pie (less than 50% of the whole though), and a multitude of smaller, multi-colored slices. I live in New England, if that makes any difference.

I'm sure the answer exists elsewhere on the internets, but my googling didn't yield any meaningful results.

That's why I see so many of them. Maybe I'll get one of them, despite the fact that they're sort of misleading. They omit almost 60% of the federal budget...
