Are there any Native American stories or legends or beliefs about the deceased coming back as horses? Possibly as spirit animals?

"Native American" is a pretty broad category. Are you looking for information from any nation in particular, or just any of them?

There's a Lakota legend of the White Buffalo Calf Woman, who was said to have lived 2000 years ago and whose return (in the form of a white buffalo calf) will herald an age of peace and harmony. sound familiar?

I seem to remember an illustrated children's book out in the late 80's about this-- two native american lovers who were reincarnated as horses...

Not much help, sorry.
