What is semantics-based programming?

Obviously I've googled the term but I couldn't find a decent definition. Anybody out there know enough about it to give a short but lucid description?

Are you talking about things such as axiomatic semantics and operational semantics?

Sometimes writing xHTML in a structured human-readable manner is referred to as "doing semantic mark-up".

Could also be related to this (intentional programming). It kind of depends whether you mean something more like "semantics of programs" in which case I think demiurge has it, or more like "semantic intention of programmers".
