If I [in the UK] send my Wacom Volito graphics tablet to my friend [in the Phillipeans], can she use it with her PC?

Yes, Wacom tablets are wonderfully supported. As long as her computer is running Windows 2000, XP (including X64), or Vista and has a working powered USB port she will almost certainly be able to use your tablet. She'll need the drivers which can be downloaded from the Volito site.
