Plug Me In To The Zen Machine

Obscure Todd Rundgren/Utopia filter: What chords will go with the Utopia song "Zen Machine" ?
This song, on their P.O.V. album, mainly features a keyboard riff that sounds to me as if Roger Powell is playing clusters of notes rather than chords. (YMMV)
Todd plays a one note riff leading into the verse. Since I can't really figure out what Roger is playing, I am sort-of lost on the whole harmonic structure of the song.
What do you do in a case like this? How do you come up with chords that work with the song? (I can hear the bass line leading up to the verse, but then I get nothing.)

I tried looking for this song on the web to help you out but all I could find was a clip of the verse on amazon.com.
