Mouse-free Shortcut No Longer Works on Mac

Before my hard drive died and I had to reinstall Tiger, I used to be able to trigger dialogue box buttons (e.g. "Yes" or "No") on my mac by typing the first letter of the option I wanted to choose (e.g. "n"). It doesn't work anymore and I have to navigate with the mouse and click on things. How can I activate this feature?

Preferences->Keyboard & Mouse->Keyboard Shortcuts: Full keyboard access: All controls ?
