Where can I get a database of all IP addresses for free?

This is for a personal project. Is there a free IP address to country/city list I can download? Thanks for your help.

I use GeoLite from MaxMind:

http://www.maxmind.com/app/ip-location

I've been very impressed with the quality of the data.
