Looking for a song with "they always will" repeated at the end.

I'm trying to find a song where, at least near the end, "they always will" was repeated often (at the end of every other line, I think). I've heard it a few times but have never been able to catch more of the lyrics, which seem somewhat indistinct. It's an upbeat rock song, perhaps leaning a bit towards pop, male singer. It sounds like it could be from the 80s.

The last time I heard it (at a car dealer) I asked the guy if he knew who did the song. He said he'd heard it lots of times and it was by that "dark-haired singer." Thinking a bit more he said John Cougar Mellencamp, who I wouldn't have described as dark-haired, but searching for lyrics of his with that phrase didn't turn up anything promising. I searched again today and found this on Yahoo Answers which might be looking for the same song, but it isn't answered as of yet. Other songs that popped up during the search include "Wide Awake" by the Twang, which I listened to on their myspace, but that's not the song, as well as songs by Stevie Nicks and the Goo Goo Dolls, neither of which seem likely. Any help IDing the song would be greatly appreciated.

Could it be "Authority Song" by John Cougar Mellencamp? The line is "When I fight authority, authority always wins," but if you're not listening closely I could see mistaking it for "they always will."

There's a Jimmy Eat World version of the Authority Song as well.

SlyBevel, FYI, Jimmy Eat World's "Authority Song" certainly is catchy, but it's not a cover of the J.C.M. song -- it's about listening to that song on a jukebox.

Still a great tune though. If anyone wants to hear it, try here
