TANAP w/o a guide?

Tatranský národný park (TANAP/Tatra National Park) in Slovakia: officialy, hiking out of marked trails is strictly forbidden without a guide. I've read in some other places that it is somehow tolerated for members of some Alpine clubs. Can some of our knowledgable mefites shed a light?
