Where can I find No Minimum customized goods to buy?

I'm planning a beach wedding and would like to give each guest (about 15 people) a personalized tote bag with some personalized items like flip flops, sun visors, sports bottles etc. I've looked online and the companies I found that do corporate branding all seem to have Minimum order requirements. Can anyone direct me to a company that sells and personalizes items like this? Thank you.
