Where can I interact with people interested UI design for group blogs?

Is there an interactive site, preferably a wiki, where people can suggest & discuss community-blog design & features? (more inside)
I've a novice programmer who's currently halfway through a Scheme course (although I've aced college C courses and worked through most of K&R). Sounds ambitious, but I'm planning for my first learning project to be a group blog, like this one, using {Perl | PHP} & MySQL.
I've plenty of ideas for feature sets and UI. Some of them are undoubtedly naive/idealistic/inefficient, some ubiquitous and some good & unique. Where can I interact with people who are discussing these kinds of issues?

Many2Many isn't very interactive, but has great posts and occasionally interesting action in the comments.

Gyan, I *need* a collaborative weblog for academic research. I could not find exactly what I am looking for (somewhere between MeFi and MoJo), I am still searching. Contact me if you are interested.

Response by poster: I thought it would come to this (rolling my own, i.e. the group blog to discuss the group blog about to be made). Since I do have a 800MB/40GB account, I'll do it. Suggestions for wiki software? I'm thinking Mediawiki ver. latest ought to do fine, but please correct if need be. I'm going to spend a couple of days to map this out.
MzB, I've been to that site before and it's not what I'm looking for.
fuzz, neither is M2M.
