Academic position nomination question

What does it mean to have someone nominate you for a non-faculty professional position at a university?

Is it like a letter of recommendation only more so? Does it usually go with the application packet or directly from the nominator to the search committee or whoever has the final hiring decision?

(I'd ask my potential nominator but I want to get the app out without waiting for him if I don't need to.)

It's a letter of recommendation, and the instructions for how it should be sent should have come to you with your application packet. This is a question for your hiring manager (where to send the nomination), but usually it's sent sealed to the same place you are sending your application, but by your nominator.
