Identifiy this pattern!

Can anyone identify the pattern on this shirt and tell me what these people are or anything about the pattern. I bought it at a vintage clothing store a little while back and while its one of my favorite shirts and I'd like to know more about it. here are the photos

oh, and the only identifying marks on the shirt are featured in the third photo, which is the inside of the collar.

I've seen a similar silhouette used on other items over the many years. I believe it a scout or explorer of some sort. Possibly English in origin. That's all I have.

I think yellow and blue are the boy scouts' colors.
