SSH legality?

Running an SSH server illegal in some countries?

I was looking through some packages for debian, when I came across the openssh package. This line kind of surprised me.

"In some countries it may be illegal to use any encryption at all without a special permit."

Does anyone know what countries have laws like this? What is this permit like?

What you're interested in is the first hit here (covers a bunch of countries, not just China). It looks like an economic thing (we sell to you, not buy from you).

Damn, I was just going to suggest the Crypto Law Survey (rhizome's link, above).

It's usually quite up-to-date and should give you the info you're looking for.
