How many region cards should there be in the Settlers of Catan card game (the two player game)

Just played and we had eleven region cards when it would seem to make sense that there should be twelve (two per settlement)

I'm used to the online and/or board game version, which is very different for the resource/region cards, but here's what Wikipedia has to say:

"At the start of the game, each player has one region of each of the six resources (brick, wool, grain, ore, lumber, and gold), and may acquire more by establishing settlements and cities."

The parts list from Boardgamegeek lists eleven region cards.
