What movie am I thinking of?

So there's this movie that I saw when I was a kid, but don't know what it was called...

I saw it on late-night TV in 1991/1992 (which makes it a pre-90s movie), and I can only remember a couple of scenes.

The first one was at the beginning of the movie. The main character was running away from a couple of cops and eventually gets onto the back off a train. He then looked back at his pursuers and gave them the finger.

Later, he finds himself hiding out in a country town, enrolled as a student at a high school. The scene I remember best is when the teacher in one of his classes starts talking (favourably) about Nixon, and he proceeds to berate her about how he was the worst president the country had ever had. To this, the (female) teacher tells him he's not to say anything bad about the government (or something like that), and sends him off to detention.

I get the impression he was a politically active uni student who got into trouble with the authorities, but was young enough to pass himself off as a high-school student in a small country town. I think it was made in the late 70s/early 80s. I also remember the movie being pretty funny - for some reason Jason Lee (of "My name is Earl" fame) always reminds me of the main character from this movie. Other than that, I can't remember anything.

This has been bugging me for ages, and I would be grateful to anybody who can remember this movie.
