Anyone remember a children's story about a train? No, not that one...

Children's Story Filter: I'm trying to remember a picture book about a train conductor who had retired. He ended up building a working train that ran through a park, and he gave children tours.
Other things I remember: the conductor received a watch when he retired, and he built the train himself. I also seem to remember that the book had some sort of map in it as you went on the tour of the park with the conductor, but that part might be from a different book.

Could it be the illustrated short story from Tales from Moominvalley about the Hemulen Who Loved Silence, who retires from ticket-punching and sets up a silent amusement park?
