Human resources consulting in Ontario Canada?

Free or cheap human resources consulting for a start up in Ontario, Canada?

Here's the situation:

A partnership registered in Ontario, Canada needs to hire its first employees soon but desperately requires some human resources advice. Short of going to one of the big consulting firms, is there a cheap or free service that we can talk to? I'm thinking government based or non-profit?
