Recommendations for cheap fun (desktop publishing style)

Looking for basic software recommendations for a non-profit org to use for making invites. Windows based, and as it's a non-profit, preferably free or almost free.

Asking for a friend (no, really). He is after basic software to help his organisation create more professional looking invitations to their regular social events. He is not hugely computer literate, but wasn't happy with my suggestion of looking for more specialised word templates from microsoft's site. I used to have some hallmark produced software years ago which was fine for this. Anyone have any recommendations?

Avery's DesignPro probably fits the bill.

I once used it to make invites for a political fundraiser and was quite pleased with the results.

I know some people at a non-profit who didn't want to shell out for MS Publisher and have been working with the open source program Scribus. It might be overkill and the "not hugely computer literate" comment might be a tip that it is not the thing for him. But it is worth a look.
