Need creative shipping logic for a CubeCart dilemma

Hey CubeCart wizards (and e-commerce pros in general) ... help me solve a tricky dilemma involving shipping logic.

Virtually all of the items in our store include free shipping - and for a specific type of product, shipping is free unless they are shipped outside the U.S., in which case we add $3.

The quick-and-dirty way to handle this is to create a separate product for U.S. addresses and another one for non-U.S. addresses. But this eliminates the ability to use stock level tracking.

Is there any creative way to create "free in the U.S., $3 elsewhere" logic? This would need to apply to all products in a specific category - for other categories, shipping is free everywhere.
