How to create text-to-speech in Adobe Flash?

I'm trying to create a Flash application that will accept user-inputted text, then turn it into cheesy computer-generated speech. I'm hoping there's a Flash library or pre-built application that does this, but I haven't been able to find such a thing. I would prefer the final app be in Flash, but I am open to other solutions. Cost not an issue.
