Please help me find a quote about Israel.

Please help me find a quote and the name of whoever said it. It's something like "Israel has no foreign policy, only domestic politics". Or maybe it's the reverse?

I lost a war with Google. I cannot find it anywhere.

Apparently Kissinger, although it seems that search yields lots of blogs repeated it.

though the opposite sounds more true, nothing shows up in Google, whereas your original quote has 17 returns*.
