Good, cheap barber in San Francisco?

Where can I find a good, yet inexpensive barber in San Francisco?

I just moved into inner Richmond and desperately need a haircut. I'm looking for a cheap, reliable place (around $12, since I get my hair cut everyone 2.5-3 weeks).

Please leave out places where they don't / barely speak English.

Bonus points if you can give me the name of the person you go to.
