A guy creates an independent nation on a small island between the US and Canada. I didn&apos;t catch much more than that, the island-state has just a house and a garden, and the guy dresses in the militaristic manner of a South American dictator.&lt;br&gt;
It was described as being an older book if that helps.</description>
