How to get XP to resize photos again?

Windows XP has stopped offering me the option of resizing my pictures before I email them. I use outlook express. What has happened?

It started after I installed Internet Explorer 7. I also think Windows XP just updated its self.

I hate to use System Restore to get it to work again, but I can't figure out what is going on.

There's a solution given here which someone with the same problem says worked.
