What is this crime game I played

GamesFilter: When I was small I used to play a side-scrolling crime game, but I can't remember what it was called.
This was in the late 1980s to early 1990s. I played this game on my dad's PC which was probably a 286 or below. I used to think the game was called "CRIME" or "C.R.I.M.E." but I can't find it under that name so maybe I remembered incorrectly.
The player controlled a character who had a gun and went through the stages like in Double Dragon, shooting enemies and moving around in a side-scrolling fashion. I think there was two player co-op on one keyboard where players would get hurt if they shot each other, but I'm not sure. I do remember a particularly hard stage in a disco or club of some sort where you had to move the character onto colored tiles at just the right moment to avoid dying or getting hurt.
