I don't think such a thing exists. I suspect you would have to make your own: get a bracelet, cut it, give it a twist, bond the ends with a silicone adhesive, bind the bond with silicone tape of appropriate color.

Pretty sure a moebius beard doesn't exist outside the world of synthpop albums (hasn't the internet has taken all the fun out of obscure reference?) but offhand I'd say, grow a REALLY long beard, go somewhere where they do cornrows and such and ask them to braid it into two four-strand flat braids, then give one a twist and superglue the ends together.

Strangely enough, I found myself wondering this same thing a while ago (due to this webcomic). I didn't get very far, but you've rekindled my curiosity.

I haven't been able to find any that you can just buy, but you may be able to custom order them (I've seen several shops that have minimum orders as low as 10 or 20).

Apparently, linked bracelets are the next iteration of these. It seems to me that if they can link them, they can twist them, so ask around. You might have good luck with Aero Rubber, since they are a rubber company who sells the bracelets. They might have more flexibility in the manufacturing process. Also (and this may be obvious), I'd bet you'd be better off talking to a company that focuses on the bracelets alone rather than going with a generic wholesaler/brander.

There also seems to be a couple of ways to fake it. The Awristocrat sells bracelets with a buckle. Bagwell offers bracelets with USB flash drives built in. The USB plug is at one end, and the cover for the plug is at the other. It's a little slicker than a plastic buckle, and you have the additional nerd appeal. Either way, you'd just have to twist one end before attaching it (actually, you might have to twist twice with the Bagwell buckle, but I've seen other buckles that should work with one twist).

Good luck!

Not sure if you're still reading this, but I looked into this again (for the above mentioned comic), and these guys said they will do it, minimum order of 500. They needed more details before they could give me any pricing info though. The guy I talked to is named Devin Warnock.
