Arabic (?) translation and insignia

Can anyone tell me what this Arabic inscription says (if it is Arabic) and what the insignia represents? Photograph and a little
The writing and insignia appears on the silver top of a military swagger stick. I realise it may not be Arabic so any pointers to language/country of origin also appreciated.

It's probably roughly equivalent to the Seal of the President of the United States, as far as insignia.

That's a dhow pictured sailing, a traditional Arab seafaring vessel. Emiratis, like other Gulf Arabs, liked to sail and trade.
