The best way to organize my photoshop brushes

I have a large collection of Photoshop brushes and am looking for the best way to organize them.
I don't know if what I want exists or not.
I currently use ACDSee to organize my photos. I am looking for something similar in idea to organize my photoshop brushes. I have used the Preset Manager in photoshop, but ideally I would like something that allows me to preview what a brush looks like and move it into a certain grouping.
Does such a beast exist?
The closest I have found is ABR viewer but it does not allow one to move brushes around or delete parts of a brush set.
