What was this movie about a guy who worked for a shady record label?

This movie is about 10 years old. It didn't star anyone well known at the time, and was not out out by a major studio. It's about a guy who was an A&R agent for a small record company.
If I recall correctly, the guy would "sign" people to the label, but they'd have to pay, and the label would't really do anything to further their career, and basically just scam them out of their money. It was a drama, but they filmed non-actors auditioning for the fictitious label (they were told about it afterwards and agreed to be in the movie).
I'm pretty sure I got it from Netflix on DVD, but there doesn't seem to be any way to view one's DVD history anymore, and google searches just bring up the well-known movies about record labels.
