Name this movie!

I'm trying to recall the name of a highly acclaimed or at least critically well reviewed French (maybe German?) suspense/thriller from the 1980s (maybe '70s?) with a single letter for its title like M? W? T?
A significant portion of the plot involved a state/government detective looking for... I believe it was a manhunt for an assassin or a sniper who had killed a politician? But I can't be sure of this - I watched JFK right after I watched this movie so I could be getting this detail mixed up between the two. I saw it on DVD about 15 years ago and I remember enjoying it very much!

(I don't think we can close a question about French works of art with single letter titles without mentioning W and La Disparition - both by George Perec. The former notable for its one word title based on the name for "W" in french sounding like "double life", the latter because it is an entire book written without recourse to the letter E.)
