I'm looking for a winter jacket for NYC weather, casual and office that has a hood (but no faux fur), fairly clean lines, mid thigh length and blue. Here are similar jackets I've seen. I'd like to try to buy this in a store in NYC and pay between $200 and $400. Where should I go try them on?

Paragon Sports. Just north of Union Square.

Patagonia has stores in NYC. There is one on Columbus across from the Museum of Natural History and another on far W 14th Street (and probably others, those are the two I've been to). There is a Columbia store near the latter - maybe a block east.

REI in SoHo and Paragon Sports by Union Square are other options. It is the end of the season for winter wear so choices may be limited but there may be good sales.

REI. They're indeed in the middle of their seasonal sale, or were last weekend, so you may be able to pick up something cheap. Also, if you find something that appeals on their website, you can order something to their store to be picked up there, try on on the spot, and return there if unsatisfied.
