What on earth is this early OS/early web sound from?

So I was reading the New York Times' great multi-headed hydra of a piece: So, the Internet Didn't Turn Out the Way We Hoped, which linked a video from a gen-Z YouTuber named Antonio. At 9:26, the video used a sound clip which is driving my 40 y/o self nuts. What is it?

I was thinking the Windows 95 startup sound, but after searching for compilations of Windows system sounds on YouTube, it doesn't match. Maybe an old video game? I don't know. I'm middle-aged, tired, and it's driving me crazy, because it is so familiar yet I can't ID it.

That music is by Kazumi Totaka - who has worked as a composer for Nintendo since 1990. He is responsible for an awful lot of music that has been surreptitiously but deeply burnt into the world's consciousness.
