Trello permissions?

I have a Trello board and would like to have participants with limited access.
Ideally the limited access users would:
- be able to add, remove, and arrange cards in a single column, but not any of the other columns
- read any cards
- comment on any cards
- make no other changes
Is there a combination of settings and add-ons that can accomplish something like this?

Best answer: Wound up making them observers, allowing observers to comment on the board, and setting up a Google form that is processed on submission and sends an email to the board, creating a card.
Hit most of the points we were looking for.
