Why won't ebay let me buy this item?

I'm in the US and I'm trying to buy this old phone that I found on some foreign ebay

When I click on the buy now button or even the buy as a guest button, I just get a pop up that I can't seem to bypass.

Could the seller specify where they will ship? Perhaps they only want to ship within the country (I'm an eBay noob)

It's Austrian Ebay, and the phone listing is in Germany. They will not ship to Belgium, Germany, France, United Kingdom, Ireland, Italy, Spain but I assume you're in the US? Can you post a screenshot of the pop-up you're getting?

When I add the phone to my cart via US eBay, the cart page says that "This item cannot be purchased because this item cannot be sent to your shipping address." My shipping address is a verified address in the continental US.

..and upon further clicking around, I get this message: This item will ship to United States, but the seller has not specified shipping options. Contact the seller and request a shipping method to your location.

So they didn't exclude the US, but didn't configure it either.
