What is this seven-bladed implement?

With a recent purchase of herb scissors, one of my housemates received this bonus implement with no information about its use. What is it? Our best guess is a garlic mincer but its suitability for that role seems dubious.

Best answer: I believe that is a scallion shredder. Basically does what the scissors do but with thicker herbs. Or can be used long ways down a scallion to make those nice feathery curls.

Pasta cutter? Roll out the dough long and thin, cut into fettuccine.

Bonus: you might also be able to use it to scrape out the herbs stuck in your herb scissors.
