I believe it's the "Breakfast Machine" theme from the soundtrack to "Pee-Wee's Big Adventure", by Danny Elfman.

It's NOT "Finale." Finale uses the same melody, but the track is "Breakfast Machine," as Johnny Assay pointed out.
