Help identify my friend’s tree!

This is from a tree growing at a friend’s house in Seattle, WA. The flowers are fuzzy and smell kind of sweet/bitter. You can see the leaves better in the second photo. What is it?! Thank you!

It could be a Chinese Chestnut as well. Many of the chestnuts have these fronds.

We hated their fronds falling in June for years, until we discovered they are excellent garden mulch. Collect, spread & save!
