Help me remember a book please. It is a science fiction story about two young scientists that create a superweapon that can shoot down missiles.

I don't remember much. One of the scientists thinks that the other has given the use of the weapon to the U.S and is worried they will destroy the world, but at the end we discover that he has given the technology to other countries as well so it is a giant stalemate. It might be a short story I'm not sure. Thanks everyone!

Sounds like the ending of The Genesis Machine by Paul Hogan, wherein the scientist creates a device that can direct energy to any point, blowing up missiles, and uses that device to deplete the world's nuclear stockpiles. He then turns around and sets the device to function as a shield against incoming missles, while claiming that it will effectively detonate if anyone tampers with it.
