Download all of a user's tweets?

Is there a way to download all of a user's tweets? The user in question has about 13,000 tweets in his account. My googling suggests that only the most recent ~3200 tweets are accessible to the public but that a user can get all his own tweets by this [twitter.com] method. I suppose I can ask the user to download his own account and send the results to me (it's a semi-famous person).

Are you comfortable setting up an API and importing the tweets into a database using
foreign data wrapper
?

I’m not certain that being a developer gets you access to ALL tweets from one user, but it might.

Considering even the developer API can only download the last 3,200 tweets, I suspect you're out of luck. (Assuming that most people aren't going to be receptive to the idea of sending some random stranger their own account download.)

Yeah, the api isn't gonna let you do this. If it is your account, you can access it tho.
