Bookfilter-book about gods chained by mortals for amusement

I read this in the last three years or so but can't find it again. I think it was a series. It involved mortals living in a city with sections, with a white tree tower in the middle. There were originally three gods but the female creator god had somehow been destroyed or banished. The other gods were both male, one was dark and dangerous, very dangerous, and the other looked like a child and played games but was actually very adult.

Both these gods were completely at the mercy of the humans (?) or high born people who basically owned them. They do eventually get some autonomy, I remember the child god can travel though walls or through the aether between walls or something like that. Towards the end of the series there was descriptions of how the three gods had created the universe (or the world) and how they had fought each other about something. In other words there was bad blood between them from that. The main character was a young girl I think, and part of the plot was that people with magical power were disappearing from dark alleys etc. This is not a very good description sorry, I hope it's enough to go on. It's not The Raven Tower by Ann Leckie.
