ISO forever home for doggo

A friend found a doggo that was sadly chained up outside in the cold weather. The owner didn't want him and I do not know the first thing in re-homing pets. Please help!

We have been looking online and on facebook to find groups or rescues that may be able to help. However, we are concerned that the people trying to adopt him may want to for nefarious purposes. He is a pitbull and we don't want him to be neglected or treated in a hurtful manner. And we do not want him put down or abandoned. He has been neutered and has his shots and been microchipped. He is sweet and good with other dogs and rarely barks but likes being around people so he does whine a bit if left alone too long. He is 2 years old and in the Raleigh, Fayetteville, Charlotte area of NC. Please me-mail for more info! Thank you mefites!

There are several pitt specific rescue groups in North Carolina. I'd start reaching out to them and seeing what help they can provide. They're used to screening potential adopters for issues and have more leeway in rejecting someone that seems sketchy than government shelters. They also tend to be no-kill.

When I have adopted dogs in the past, the screening process included a detailed application and in-person interview to make sure that we could provide an appropriate environment for the dog. This will probably be hard for one person to implement but it will help you identify who is actually serious in their intent to adopt. This strategy does depend on your ability to tell when someone is bullshitting you.
