Studying creative writing in a non English-speaking country

It sounds stupid and counter-intuitive but I'm wondering—for a friend—whether there might just be high-quality courses in writing (in English!) in non-English speaking countries in South America or Europe (France or Spain for example).

Malmö University in Sweden has a three-level course (45 ECTS in total). I took the first two parts a couple years ago – the teacher was American and there were a couple bilingual/native proficiency students. You could either take it fully online or on campus. Unfortunately it looks like you need to fulfill 'general entry requirements' to be admitted, which includes Swedish proficiency. Some universities waive this requirement for courses that are entirely in English, so it might be worth asking about if your friend is interested.

The Chinese University of Hong Kong and the University of Hong Kong both have creative writing PhD programs, so I suspect they have lower level degrees too.

Walrus Books (Facebook link) is an English-language bookshop in Buenos Aires which runs both literary appreciation and writing courses in English.
