Is there a best season to start a sheet mulching project?

I am planning to do sheet mulching to my lawn and turn it into a dessert style garden. Due to the hot and dry weather, my lawn is basically gone but weeds, and it simply looks wasted. I have been collecting material for the project and am having this concern about when is best time to start, and so I can plan and move on to the next phase of arranging and planting. Let me know if there is a best time to start or it doesn't matter?

Ohh, another question, I assume planting dessert plants like cactus and such should come after sheet mulching or should I plant them first like normal plants as suggested on how-to webpages?

Best answer: Do it now! The weeds and grass are already weakened. For the desert planting, I'd create mounds to plant in. I like making my own soil mix using conventional soil, sand, and pumice or horticultiral lava. Cacti do well in a faster-draining, gritty mix.
