How do I create a collage of image submissions from a large group?

I'm looking for a free, low-effort way to have a bunch of different people send or submit images... somewhere (text message? web interface?). And then to have all the images display automatically on a single page, ideally in a compact collage-like format. Lots of online poll-type tools will do this with text, but is there a way to do it with pictures?

Additional criteria:
--Ideally, people could send pics without creating any sort of account or otherwise jumping complex tech hoops (I'm fine with creating a central account for myself).
--It'd be great if pics could be grouped somehow, i.e. site would allow multiple separate polls or rounds of submissions, not just a continuous string of posts.
--Amazing but not strictly necessary: the ability for submitters to tag their photos with text or with their names.

I know there's likely a super-obvious answer to this, but I am tired, things move fast these days, and the internet is wide. Thanks!!

Flickr, Tumblr and Blogger all allow you to post to an account via email. You can set up the account and then give the posting email address to your users. Each service will have different formats for adding tags and captions. To get them all on one page, Flickr will let you view an album all at once and I am guessing there are 3rd party tools for both Tumblr and Blogger that will make you a collage from a particular tag.
