Help finding a short story/essay

This story involves a man who places a lit, quality cigar on a ledge outside a shop front and has the cigar stolen. To the delight of the cigar's original owner, the thief is enjoying the smoke to such an extent that the owner follows the man around town for a few hours, far more delighted in the thief's enjoyment than anything he could have experienced having smoked it himself. Maybe it was based in Cuba, maybe Europe? It had to have been 15 years ago I read it . . .

Truly wonderful story, and I'd like to reread and share with a few friends who I've mentioned it to recently. Thanks in advance!
