Basel what?

The Basel Accord: Risk Management (yes, I know: zzzzz)

I have a job interview to edit an on-line journal and am in WAY over my head in terms of the subject. Can someone explain what the Basel accord is, why it came to be and pretend I don't speak much English? All of the google stuff is just jargon...
