Building HTML 5 web ads, what software or service is best?

Title says it all, needs to get more HTML 5 content in our web ads, stuff that enables more animation, use of layers and builds responsive ads for various view ports.
What do you pros use that integrates with DFP? No website building needed.
I was looking at Bannersnacks and that seems nifty, but am leery of a third party web service. How is Google web designer, does that work well for the above requirements?
